Can an EOI be public or private?
Yes. Public EOIs allow logged-in supplier registration up to capacity; private EOIs admit only invited supplier organisations.
Can suppliers replace a submitted response?
Yes, when enabled and before closure. Every accepted replacement is a new immutable version with its own receipt.
Can outcomes remain private?
Yes. Supplier-specific outcomes are private by default; organisers may optionally publish an approved shortlist snapshot.
