Yes. TrooVote supports one-stage, two-envelope Tenders with public registration or private invitation.
Will technical and commercial submissions stay separated?
Yes. Commercial evidence remains sealed until a qualification snapshot exists and two authorised officers complete the commercial opening.
Can suppliers verify submission inclusion?
Yes. Every accepted submission receives a private receipt and SHA-256 commitment that can be verified later.
